Default Driver's Side Headlights Don't Work; Have 12V

I have no clue what is going on here. I've got two low beams (brand new) and 2 high beams (used) that work perfectly fine if I plug them up on the passanger side, but they will not work at all on the driver's side. If I test the plugs with my multimeter, I get 12V. I plug a light up and get nothing. Not even a flash or spark at the plug, nothing. Test the plug with the light connected, and the 12V is gone. WTF is going on? I'm going to be in the garage tugging on wires/plugs to see if something is loose somewhere else, I guess. Any help is appreciated.

****, everything that I've tried and simply pulling the headlight harness plug off and cleaning it fixed the problem. I'll leave this in case it can help someone later on.

I was going to say the harness develops serious corrosion. By have a bad ground when you put a load on it, the voltage drops.
