I've passed twice with 5% - Just go to a small probably privately owned shop with the windows rolled down.

OK buddy. My fault, I read just a little while ago that it was 25% but after further searching I did see that it's 20%. I must of had 15% on my windows when I failed inspection.

Is there a way of telling how dark your window tint is? Obviously I could take it to a inspection station since they have that little tester tool. But any other way?

Why don't you call a shop that does inspection. They'll tell you for sure. I've heard it's 20%. Also heard you can get away with 15%, so idk.

Side Windows
All side windows must have at least 25% light transmittance and luminous reflectance of 25% or less, over the entire surface area of the window

Stright from http://www.txdps.state.tx.us/vi/Misc/faq/tint.htm
