Generation IV Internal Engine - Need opinons for LS motor to run low 11's

i got a buddy looking to build an LS f-body, and wondering what motor set up it will take to go low 11's on motor and be able to hit it with a shot to get into the tens.
He was planning on doing a 9in, and a built either 4l60e ot 80e. He just needs some opinions on a good motor setup to achieve his goals. 5.7? 6.0? what heads? cam?
Not looking to spend a fortune so its somewhat of a budget build but he doesnt want to have to worry about reliability.
Any set up opinions are welcome.

This thread will get interesting. How much do he plan on spraying? Will it be a full weight car?

Nitrous should get you in the low 11s. Probably 100-150 shot with some decent NA mods of course.

a 402 with l92 heads will do it easy. need a stiff chaise and good shocks/ springs.and the rite stall,and gears. pick the cam last.

in the 230 range on cam atleast a 3000-3400 stall 3.73 gears with a 28 in tall tire buy suspension!!!!don't really need a rear end to run 11's i know cam only cars running 11.7 with suspension and cam only cars running 12.6 no suspension

It will be a near full weight car, full interior just take out the obvious non-needed stuff.
As far as how much he would be spraying, not sure, like i said he is just looking for some more experienced opinions. He wants low 11's on motor and just be able to tap into the tens on the bottle.
He will be doing the suspension and more than likely going with a MWC fab 9in with the anti roll bar and their torque arm and of course LCA's and all the other obvious stuff.
He wants something where he can spray say maybe a 150-200 shot and not have to worry about stuff breaking on him....
Any ideas are open, everything from what size motor, to heads, to cam selection, stall size, gear, suspension, everything. Just seeing some good approachs to achieve his goals...

this is doen easy the 5.7 LS1 can do it but the bigger the better my full weight car goes 11.2 with a build LS1 3.70 gears in a 9 inch moser spooled rear end with a FULL BMR susp. not saying what on nitrous though :) my buddy has a full weighted car with a iron block 408 and goes 10.6s on motor and once again i'm not saying what on the nitrous. i gota 3600 vig stall and he has the SS4000 he went 1.4s to my 1.60 short times so hope that helps since any cubic inch will by pass your goal i suggest the most you can run up on for the best price for what it took to build my 450rwhp LS1 you could of bought 2 LS3 crate motors lol and just put a 100 shot on the LS3 crate motor and once again low 11s on motor and 10s on nitrous so good luck and PLEASE really think this through and think of all your possiblites sorry i'm not sure if i spelled that right ???

my LS1 cam nitrous only car just about matches your wants its a reverse split cam with a NX wet MAF kit jetted to 100 shot and it has been 11.1s it runs 12.0s on motor but it goes in to the 10s with a 150 shot and not saying what it ran but it has been srayed with a 200 shot its a stock LS1 with cam, hardened pushrods, new timing chain, tit retainers full BMR susp moser 9 inch with 4.11 gears spooled and a hella stereo with 10 subs in stealth box dvd player and all ...... might have 1200 in the motor maybe
