Yes a bottle can be too full. It has a pressure release so it won't explode but it could spray nitrous in your car. I would take it out till you are ready to run then re-install it. Make sure to keep it in a cool place. With pressures so high you might want to blead some off because you may lean out on your first run or two because you will be running so much extra nitrous. Others will have to chime if this is much of an issue but I know it is possible.

i have had them too full. When it was cold out it didn't take really any heat to get to pressure and then the pressure dropped a ton as soon as the kit came on

Weigh it and if it is over what the label says it should be when full then let some out till it weighs the right amount. If you try to spray your motor with 1500psi it is going to go WAY lean till the pressure drops back down to 900-950psi.

I thought this was the case but didn't know how it worked in the real world.

.

Burp a little to make sure it's not the gauge??

As mentioned, if overfilled, it won't work as it was designed for pressure & temperature.

Yea if your purge isn't working then chances are the pressure is way too high. You'll have to crack open the valve to relieve some pressure.
