Default Power Stearing Pump

A friend of mine has a 02 Trans Am. The power stearing pump started making noise and he put a new one on.......The fluid looked like milky water! He started putting new fluid in trying to get out all the milky looking stuff out. Then guess what? THE RADITOR had all this crap in it too! What could be the problem? Hole or crack somewhere in the P.S. cooler or in the rack? Thanks for any input
