Default Cooling Fan wiring...Help

I am putting a LS1 into my S10 and am having some trouble with getting the fans working.

I have a gm harness that was made to retrofit the electronics.

When the ign switch is turned to on I am only reading 5 volts for the Fan relay wire?

Is this normal? Will it turn on an elec fan(nothing fancy)?

I already burned one fan up and I want the computer to control the fans, not just throw it on a switch.

The fan signal wires, on a 99-02 harness, put out a ground signal. You shouldn't see any voltage at the signal wires if you are using a harness of that year range. I am not sure if a newer harness puts out a ground signal or not, but they most likely do. Are you trying to run two fans, and are you trying to have them run on high and low speed?
