Default need to re-set RPM limiter

I'm going to be shipping my car soon with a new engine and I'm concerned someone may rev it up while it's enroute. I'm looking for a programmer that will let me set the limiter, but I don't care about any other features. I'm just looking for the cheapest way to do this, and then I'll change it again when I get the car.

What's the best option?

Put a block of wood under the pedal, make sure they can't easily remove it or put a stop on the throttle cable under the hood, so it can't be pushed down all the way.

could take the throttle body, starter fuse (or a couple of fuses for that matter) and battery out...

For my experiance shipping vehicles, I think it will have to run for the transporter to ship it or they charge you a lot of extra fees

ive had two cars tranported. they will charge about 2hun extra if it wont pull onto the transport trailer on its on. the throttle cable idea would be the cheapest way. maybe a hose clamp. they are not going to pop the hood. sounds redneck but its the cheapest way.

I'll see if I can come up with something for the throttle that looks difficult to remove. Thanks for the ideas.
