Default Can an LS1 4th outdo the 5th

Power isn't a problem, that is easy.
What type of suspension setup would it take to out-handle the 5th SS?
What type of brake setup work would it take to out-stop the 5th?

The 5th SS isn't all that really.....we've got one on the lot at the dealer I work for and compared to the '00 SS and the '04 GTO we've got it's kinda depressing to drive really. I'm thinking a set of C5 brakes and a decent bolt-on suspension setup and you'd be good to go.....

Modded 4th gen vs stock 5th gen? Really easy...
Very simple bolt on parts + sticky tires.

I think it all depends on what kinda competition your talking about. If autocross then the 4th gen is going to have a huge advantage due to being ~400 lbs lighter. A giant heavy car might have great handling compared to a miata with worn out poor shock absorbtion, but the Miata will probably have an advantage due to weight. Road racing might be a diffrent story where the power might have a bigger significance. Drag racing I'm not sure of either, but isn't a solid axle usually a good thing for drag racing over an IRS?
