Bcm/alarm issue..bestplace to ask?

Default Bcm/alarm issue..bestplace to ask?

I have a 99 T/A that came to me with no motor or tranny. When I put power to the car the horns and lights were blinking like the factory alarm, and the unlock on the door panel does not work. I do not have a key fob for this car, and the key that fits the ignition switch has no vats resistor. I put another Bcm out of another car and everything seems to be working properly. Then put the 99 T/A bcm back into the donor car and it does the same thing. I am assuming this Bcm is in some sort of alarm mode, what do I need to do to fix it? Also what is the procedure for programming a key fob? Thanks.

Put another bcm out of another car that I had the matching resistor for, and everything is fine. I can only assume the right way to get the car out of the mode where the horns are beeping and lights are flashing is to have the correct resistor for the bcm?
