you turn the adjuster to ensure the tires are centered with respect to the chassis. (left to right)

I place a straight edge vertically against the outside face of the tire and measure from the top inside edge of the straight edge to the inner fender on each side. Then adjust the PHB until they are equal. You must have the suspension loaded(car sitting on the ground or jackstands under the rear end) and make sure that you place the tape measure in the same place on both sides.

So do you.... do it on the ground with load on the tires? Jack the rear up? Can it be done on the car? If you adjust it off the car how the hell do you get it back in and lined up?

edit 5.3 answered alot of the questions in his post

you measure it with the rear loaded; you adjust it with the rear unloaded.

I am going to assume the inner wheel wells are the same distance on both sides from the finder lip? I know they sure are not flat. I think a straight edge on the face of the wheel and a measurement from wheel face to the fender lip would be better.
