Default Odometer Question

Is it possible for the odometer to be off by 3% yet the speedometer is accurate? 2001 WS6, did a 400 mile trip recently with GPS and the distance discrepancy between GPS and Odometer was consistent:

103 miles on odometer, 100 miles on GPS
200 miles on odometer, 206 miles on GPS
300 miles on odometer, 309 miles on GPS
400 miles on odometer, 412 miles on GPS

Yet the speedometer seemed to match the speed display on the GPS (although it was difficult to track because of the slight delay in readout from the GPS).

Thoughts anyone?

if you changed the size of your tires and/or rear end gears, then this will happen.

Yes, the tires and gears were changed (275/35/18s and 4.10s) but my point was wouldn't BOTH the speedo and odometer be off, not one or the other?
