HP Tuners Issue can read but not write to computer

HP Tuners Issue can read but not write to computer OK, I have a 2000 Camaro SS that is having some tune issues. My original tuner could not quiet work out all the bugs and I have a surge in my car.
The first tuner used HP tuners that has unlimited licenses to tune my PCM
Original tuner did not lock my PCM
Now, I took it to another shop here local that's very big and does alot of f-body tuning. He also has HP tuners that's unlimited. He can read my file and download it to his laptop and all the live display works.
But, when he trys to write to my PCM he gets a license fail and it wont proceed anyone have any input as to why? I'm going to back to the original tuner Thursday to see if he can still write to my PCM just to make sure it's ok. But, anyone ran into this?
