Exclamation cut wires
what does this harness go to?? some wires are cut and spliced others are just cut

It looks like it's the wires for the amp.

Possibly the person that had it before you had an aftermarket amp that they used to power their speakers.

stock monsoon amp probably cut to bypass it but use factory speaker wiring.
