I would bet its your brake light socket.
Problem: When brake pedal is depressed, the electrode in the bulb doesnt light up. When you turn lights on, 1 electrode lights up but the other doesnt. There are 2 electrodes in the bulb. Ive had this exact same problem on both Camaros I've owned. What happens is the ground goes bad in the socket.
Solution: Go to Napa and buy replacement socket(make sure its for the correct bulb type) Cut wires and install the new socket.

Maybe your original post is hard to read. Is this right?
- When you turn on your headlights, you get one filament lit up in each bulb in all of your sockets. All looks good.
- When you press the brakes (with the headlights/marker lights on) the left side lights up brighter, like normal but the right side stays at the same intensity as it was before the brake pedal was pressed.
If the above is correct, what happens when you press the brake pedal with the headlights/marker lights off?

If your 94 is like the 98+ model, then this is really weird... Except not spelled correctly.
My read of the schematics on the late model Camaro is that there are three main circuits going to the right lights:
- Marker/parking lights (seems to be working correctly)
- Brake light (not working)
- Turn signal (not working)
The thing is that the turn signal and brake light are in separate sockets and should be isolated from each other. The brake light is a light blue wire and the turn signal is a dark green wire.
All three circuits share the same ground, so if one of them is working, I wouldn't think that the ground is at fault.
I'd try tracing the two wires and see if there is a cut somewhere in the wires. Have you done any electrical work on the car lately?
