So I was told earlier today that it takes VTECH 13.5 seconds to kick in. Is this true? I always wanted a Honda but this kinda scares me.

I believe there's a display on the dash that says "VTACK CHARGING : " Followed by a percentage that usually takes between 10 and 15 seconds to count up to 100. I believe Hondata and other tuning programs can overclock the charging module, causing vtec to come in much sooner.
You can also buy capacitors and hook them up to the vteck system which allows it to store vetac plasma for longer periods of time, which also cuts down charge time.
