I'm pretty sure it would be a direct swap, but your problems are gonna lie in the cluster. The LS1 cluster won't work. To make it work, he would need to most likely get a 97 main harness and a 97 cluster since the 97 had the LS1 style dash. He might also need the center console. The old one might work, but not quite sure. Next problem I believe would be the HVAC.

The dash physically will bolt right up . He will need a specific 97-02 upper dash panel . He will also need to use the 97-02 A-pillar trims and center console ....both of which will bolt right up . If the dash isnt being sold with the headlight switch , hvac panel , foglight switch or rear defog switch , he will need all that . HE will also need the ductwork that attaches to the back of the dash for the vents . 97-02 duct work will attach to his 95 correctly . As stated above the 97 Camaro of trans am.formula cluster will work for the LT1 , the mileage will even track correctly in the digital cluster . Now the bad part , rather than sourcing the connectors he needs individually , he should just purchase a 97 LT1 camaro dash harness or a dash harness from a 95-97 LT1 Trans am/Formula . Their typically quite cheap , Ive seen as low as 20 bux on ebay . Sounds like alot , but its really just an afternoons work , even soldering on the new connectors .
