Default Pcm ground question, engine will not fire up.

I was wondering how the pcm grounds? I have been having problems with my 98 ss camaro ls1 after a motor install and it will not fire up. The local gm dealership told me they corrected a few wires but it needed a new pcm, I installed a new pcm and it still will not fire up just doing the same things as before. Any help would be great..

Also there is a braided flat ground strap on the driver side, I was wondering where that connects to?

There is also a ground in the back of the driverside cylinder head. Did you hook that one up? It comes out from the wiring harness at the back of the driver engine bay.
