I have a broken arm on the top that is stopping me from being able to drop the top. Should I weld? Or just buy new and have it installed? I want it to work right in the end.

You know man, I have never heard of that happening on one of these cars. If you welded it it'd be a pain to get the top fabric clear seeing as you can't lower the top. You should try that route first, or at least how and if it would work.
Replacement frames can be had fairly cheap if you can find one in a f body grave yard.
How did this happen?

That's mighty skinny for welding and would probably be
prone to crack again in time unless you were a real pro.
I'd be looking to replace.
