Default Best way to fix front side damage?

I recently bought a 2000 camaro with some damage behind the passenger side fender. The fender has already been replaced but there is some damage to the support/frame rail (sorry to sound dumb here but I really don't know what to call it) behind the fender. The outer section of it is crumbled up pretty bad but I noticed there are some tack welds holding it on(The part the fender actually rests on) I was wondering if I could drill those welds out and replace the whole piece. I know my description sucks but I don't know how to post pics. If anybody can give me some advice please let me know, I'll be glad to send you pics of the damage I'm talking about. Thanks in advance for any one willing to help.

I'm so glad to actually hear a name for it lol. Is there any way I can buy one new? I figure I'm going out on a limb but worth a shot.

I've been looking around for a new one just to see if I can find a price somewhere, but no luck so far. If any one has any ideas please let me know.
