Default Master cylinder

Hey guys I figured I would ask this here as I am kind of looking for a fast accurate answer.
I have a 98 tahoe that I just redid all the brakes on and while bleeding the system I noticed that for the first few inches of peddle travel, Fluid from the inside the plunger area shoots up into the reservoir from the first hole in the master cylinder closest to the booster and then stops as the peddle travels further down. The peddle is not that great for the first several inches but then get hard and the old brakes looked to be using a lot of rear brake as the rear shoes had a high speed glaze on them and were smooth as glass. Is that master cylinder bad? I am thinking it is but I need a second opinion. thanks
