Car surges

Any idea why the car feels like it surges when either not on the gas or on it lightly? Not throwing a code but pretty annoying. I replaced plugs/wires/intake gasket in the past month so it wasn't any of those. My EGR was NASTY should I replace it???? I'm lost lol
