545.302. STOPPING, STANDING, OR PARKING PROHIBITED IN
CERTAIN PLACES. (a) An operator may not stop, stand, or park a
vehicle:
(1) on the roadway side of a vehicle stopped or parked
at the edge or curb of a street;
(2) on a sidewalk;
(3) in an intersection;
(4) on a crosswalk;
(5) between a safety zone and the adjacent curb or
within 30 feet of a place on the curb immediately opposite the ends
of a safety zone, unless the governing body of a municipality
designates a different length by signs or markings;
(6) alongside or opposite a street excavation or
obstruction if stopping, standing, or parking the vehicle would
obstruct traffic;

My guess is he is a construction worker not a cop.
Cop car would have exempt plates. There is also a big crane in the street behind him which is why I'm guessing he is blocking the street off.

Still though, looks sharp, I like them. I should do that to my 1983 Chevy van (think candy van), and if anyone stops I'll slap the **** out of them for good measure, that's like asking to be kidnapped...stopping for a blacked out vehicle with knock off cop lights.... lol

A lot of cops do that to their person vehicles that use for side work when they're off duty. I sold some exhaust to an HPD officer and he had those lights on the back glass of his Camaro. Said he used it for when he was hired for side jobs like bars and events, stuff like that
