Ok so i am going to get the block off plates and cap the vacume line, but what do i do about the solenoid? Do you leave it plugged up or can you just get rid of it?

You can completely remove it.

..but the computer is going to complain about the solenoid being gone and loss of EGR function. You'll need a retune to get rid of that.

It would be nice if you had car info in your signature, so people would know what vehicle you are referring to.

Yeah sorry. It's a 94 Obd1 car. I am guessing a tuner could get rid of any problems the PCM had with the solenoid being gone?

Yes. PCMForless does nice bolt-on tunes for fairly cheap and will get rid of any problems you may have with EGR function.
