Default Blinkers Not Working

When I try to use my blinkers the controls feel fine and move up and down, but no green arrow comes on the dash and no exterior lights come on. I checked all of the fuses and dont really know where to go from that. Check for power on the lights? Could it be the lever itself? Just need some ideas as to finding the source of the problem.
btw its a 94 Trans Am A4
the battery had been disconnected and the reinstalled the day i noticed this

There is a small module that is most likely broken. It is a little electrical piece that is near the bottom of the steering column, it goes out frequently.
