Weight reduction is the first obvious thing, also - you can more or less build your own CAI with a few parts from Home Depot. Pick up a used exhaust system for a few hundred.

Look in the classified section in here for some parts. I'm sure you could come up with some good deals on some good parts:
$200ish for a cat-back
$100ish for a CAI
$150 for gears (3.73's)
$300 for the install
Do a bunch of free mods, like TB bypass, a prell shampoo cap in the intake elbow.
If you have extra coin then get some headers, a tune, and a stall, but the stall will cost a lot. I'm also assuming you can do all of the labor too.

going faster costs money.. so how fast do you want to go?
i would shop around for a good used parts on here..take your time because im sure something you can use and afford will pop up..
if i had 2k to spend on a new set up..i would find another form of temporary transportation..
take the stock heads off your car now and send them to lloyd elliot.. depending on the package you can have those heads fully rebuilt to flow great.
look into a used intake system and exhaust. (long tubes if you dont do emission in your state)
but the heads and a cam will make your car a best.. and put the rest of the money on a good tune..
but, you will always run into the "supporting parts" as i tell my wife..
if i do this..then i want to do that.. -she usually just agrees.. good luck with your build..

2k is very easy to work with but will be spent quickly.
Le2 package without headers will suck!
So i would say 1.6rr kit,headers,cutout,3200-3600stall,CAI or SLP lid and tune
this will get that pesky stang back to the corral......as stated USED PARTS are a great bonus
4.10s Will require the use of a stall converter to get you rollin!

Heads and cam probably isn't a good recommendation for only $2000, especially since it doesn't sound like he's experienced enough to install himself.
I've priced out a bolt on project I'm doing soon, he could do something similar:
$400-600 Long tube headers and ory
$300-400 Catback
$100 Resonator if exhaust ends up too loud
$100 Intake
$100 Plugs wires
$75 Motor and trans mount
$60 O2 sensors
$100 160 Thermostat, coolant, hoses, and change other fluids
$150 Mail order tune
$100 contingency for bolts, sensors (check codes), small parts, etc.
$1485-1785
Use the rest for install costs (if/where needed), maybe a stall, or just save it.

Buy some tools if you dont have access to any. Get the LT1 rebuild book & a sawzaw. Lose about 150 lbs, search for the weight reduction threads and you ll find plently to keep you busy. Read the book and when you can afford it do a cam + headers.
Wallet mods **cheap**
cutout
PCM tune
Poly TQ bushing
used CAI
lose the cat
that and some seat time should do quite a bit.
