Check the fluid first.

Had the same problem in my dad's chevelle after rebuilding the tranny. Turns out we did everything right, but the valve body was bad.

Valve body is on the bottom of the tranny so you may be able to do it without dropping the transmission.

This is a 4l60e, but same concept

Just did some reading, could also be a governor problem or TV

Sounds like the 3-4 clutches are fried. How does the fluid look?

Make sure the tv cable is adjusted right. Other then that, it needs to come out.

I can't remember right off, but does that year have a mechanical speedometer cable or is it a sensor in the tail shaft ? It it's a sensor and the computer doesn't see it, it will go into limp mode and get stuck in 2nd. Otherwise, it will need a rebuild.

Fluids full, red. Previous owner said he changed the filter and fluid when it happened, didnt fix the problem so he parked it. Nobody has bothered to check for any easy fixes, and I have no experience with this truck so it very well could be something minor. Although it does have 164k on the clock and i hear these 700r4s are not very choice trannys.
