Cooling problems, Help!!

Default Cooling problems, Help!!

My current setup is a 408 6.0 iron block w/ a F1c blower on it. The radiator (which is currently a LT1 unit) is at an extreme angle due to the size of the F1 blower. I'm having some cooling issues w/ the car. I'm not sure of the exact size/brand of the main fan, but I also have the smaller SPAL second fan.

The car (w/ normal driving around town) is running about 217, and does NOT cool down at all once driven down the high way. Aside from upgrading to the large SPAL fan, are there any tricks/options anyone has used short of replacing w/ an expensive BE-COOL/Griffin radiator? I'm confused why the car is not cooling down once on the high way.
