walk around the car with your hazards on, each blinker on, and just your tail lights on.

see if all the bulbs are working properly. i had a similar issue that all i had to do was clean the sockets, and put new bulbs in. eventually it did it again, and the remedy was to replace one of the tail light sockets

do you have recessed water in your tail lights after rain? i know both of my t/a's had problems with recessed water build up in the tails after it rained, which eventually led to my tail light shorting out, which was no biggie, went to the junkyard, got a new socket and wired it up, then sealed my housing up tight and it works great now! it seems to be a common problem from what ive seen, so just check it out.

More than likely it's one of the bulbs. Simple as that.

Yep. Bulb out. IIRC blinkers and hazards don't run on the same circuit and have separate relays.

there is a fuse (one of the larger metal ones) behind the radio area of the dash on the driver side. you should be able to get it at any of the parts stores. i had the same issue you are in that the lights all work, they just dont blink. replace that fuse and you should be good to go.
