Default Do you need to drain the oil before removing the oil pan block off plate?

I drilled and tapped a new one for my oil temp sender, just don't want to make a mess when swapping them out.

The block off plate is the part held on with 2 bolts, just above the oil filter adapter in this photo. This may not be the correct image for the pan on my 2000 Z28, just using it for reference.

Nope, your oil is not that high, you may get a little oil but a rag will take care of that.

well the oil filter has an anti drainback valve so whatever oil is above that in the motor will drain out of this whole...i can be quite a bit...ask me how i know lol

Nope, no oil will come out. Done this a bunch of times.

Just don't start it without making sure everything is tight. But you won't have a problem with oil spillage when you remove it
