Default Harlan 2 Step Question on Wiring = HELP!

I've had a Harlan 2 step for a while now. I changed steering wheels in the car to one that has 2 buttons on the wheel. One I am using for the line lock. The other I was going to use for the 2 step. I've got it hooked up and I thought these switches were momentary switches. The one for the LL I push the button and it works, I let go of the button and off we go. The one for the 2 step though is weird. I push the button and the 2 step engages, if I let it go it is still engaged. I have to push the button again for it to disengage. So I decided to switch the LL and the 2 step buttons. I switch them and its still the same. Do I have this wired wrong. I would prefer it to disengage when I let go of the button. Can somebody let me know what they think is going on here. Both buttons act like momentary switches with the LL, but both buttons have to be pressed to disengage the 2 step. Thanks for anybody helping me out on this.
