Default Low oil pressure help!!!

got low oil pressure when i fired up the new motor. totally new bottom end and block. ls1 block bored to a 383. fired the car up and had 10lbs of oil pressure @ idle and 0lbs when its warmed up. now i took the pan down and saw that the two holes in the block that go into the oil filter have some silicone sealant in the hole. could this cause very low oil pressure? about a 1/16 of an inch all around. any other opinions will be helpful.

oil pump is new
o-ring is set (not pinched)
pick up is clean. nothing restricting it

also is there anything that seals the pump to the block?

no, there is no gasket between oil pump and block, just the o-ring. but one thing to check, like when i got my engine back, the builder forgot the dogbone in the back of the engine, and i had very low oil pressure. in the 10-15 range and thats with my ported and shimmed ls6 pump.
