I don't know about the whistling sounds but the ticking sound could be something as simple as a header gasket going out or a lifter needing to be replaced. Does the tick speed up and slow down with the revs of the motor? Can you isolate it to one side of the motor?

What kind of car do you have and what motor are you working with? If we can get some questions answered it might be a little easier to help you out.

how many miles on the car.remove the valve covers and look for bent push rods, broken valve springs or a bad rocker arm.mite be a bad lifter also.

Yeah I would start by pulling a valve cover and just checking out the valve train. Ticks usually come from something in the valvetrain. If it continues to get worse there is a chance it could be a lifter which would mean a head swap. Do you have any modifications done to the car?
