Windshield Wipers crap out
I have this stupid problem on my 99 TA and also my sisters 94 Camaro. My 99 If I use the windshield washer the wipers come on and shut off like normal then the wiper switch wont work unless you crank it to high and hold it for a second, then you can adjust the speed... But if you turn em off the only way to get em back on is to crank it to high again, or use the washer. Eventually it resets itself, but sometimes the wipers wont even work! Sometimes they also stick in the up position when this happens (up as in where they sit when they are in delay mode). My sisters 94 Camaro does similar things, except when you turn the wipers off they sit in the up position and click up and down for a while...
Are the wiper controls in these cars whack or what????

There not whack, but the wiper delay control board prolly is on both cars.
It controls delay & park fuctions,& Usually are the culpruit.
You can test all the inputs to the motor,(plugs into delay board) & confirm the switch is operating correctly, then you know it needs a board.

i had a 97 camaro. the wipers eventually just stopped in the upright position, and would not move. if this happens, the wiper motor's catch pin has broke. me and my ingenious friend made a new catch pin out of a paper clip, and it held for another 6 months, and was still wiping the windshield wipers just fine when i sold the car. i just tried to use more rain-x than the wipers though. if this turns out to be your problem, have fun. it's not an easy or quick job. you could just replace the wiper motor, but those are around $300.
