will cutouts fail safety test?

ive been looking at some cutouts, but my dad who built drag cars here in stl said they will fail saftey test? if that is true how do so many people on here have them :O? any insight would be wonderful.

I don't know about STL, but here in Virginia, people pass state inspection with race car parts by knowing somebody...somebody like....a state inspector.
