Default Possible PCM problem on newly rebuilt LT1, need advice

I recently purchased a 95 TA with blown head gaskets. Pulled engine had water in cylinders and seized. Had engine rebuilt .060 over. I put car back together and also installed new fuel pump in tank. Tried start up procedure from Chilton's manual on pulling Ignition Fuse and PCM Fuse turning over and replace fuse. Car won't start. Have pressure in fuel rail. Sprayed quick start and car starts up and sounds great for 2 or 3 seconds. Does not seam like injectors are spraying fuel in cylinders. Does the PCM need to be reprogrammed/reboot. If so can I take PCM out and take to dealership or someplace? A friend told me of this great site.

This is my first time on LS1tech.
Thanks frustrated!
