should the fuel pump still turn on when engine harness is unplugged from everything??

Default should the fuel pump still turn on when engine harness is unplugged from everything??

Im in the process of installing my cam and have the heads off the motor. the engine harness is disconnected from all the sensors on the motor. I went to go get a cd out and turned the accessories on and the fuel pump didnt come on. Should the fuel pump still come on if the harness is unplugged and the fuel rails are off??

when my engine was tore apart with the injectors unplugged and the rails off the car. The fuel pomp still came on but all the grounds were attached. I don't no if the pump gets grounded bye the engine or not but that could be a cause
