Default Ignition/Electrical problem

I got weird electrical problem with my 2002 Z28 M6,

Car is a stripper, with no power anything (no keyless entry, no power windows, no power seats) just a LS1 with 6 speed with heat and AC.

The Problem:
Sometimes when I go to start my car, I put the key in turn to ignition. The radio comes on and nothing else, for a few seconds then all the gauges and lights come on. It seems to be worse in cold weather, sometimes taking up too 10 seconds or more for the car to recognize my key or something.

Is this a common problem or what, the security light dosn't come on or anything. It just seems like my car takes a while to recognize the key. And sometimes it dosn't do it at all.

Also, how hard are these cars to add keyless entry and remote start too? The car has piston slap and I always let the car warm up to operating temp before I drive, so having remote start will be very helpful.

Any sugestions?
