Default Something drawing power

I have a 2000 z28. When i cold start it its great for about 2 min. then something under the hood starts to whistle(like a selinoid im guessing) and it draws the idle down and the power for the car. Also while im driving it does it for a breif second and all the lights fliker, almost like it totally shuts off for a fraction of a second. It also does it when I acclerate sometimes, you can feel the front end drop then pick back up like it completly lost power. Im totally lost hopefully someone can help.

Whistling sounds like a vacuum leak. Check your vacuum lines.

Anyway 'OP as long as you're not throwing any codes the most simple thing to do is check for vacuum leaks like Swiat said...

It is throwing a low catalyst efficiency, and a knock sensor code, I inspected all the vaccum lines and used carb cleaner, it seems to have no leaks.
