Default PRC 5.3 heads, 224R cam help needed!

A friend of mine has a 2nd gen. Firebird with an LS1 engine, PRC 5.3 heads (Precision Race Components 5.3L Stage 2.5 Cylinder Heads Fully CNC Ported & Assembled With Stainless Steel 2.02" Intake Valves, 1.575" Exhaust Valves, & PRC Dual Valve Spring Kit with Titanium Retainers and stock sized Harland Sharp rockers)milled to 11.0:1 compression, stock GM gaskets, with an UDP, ported TB and ported LS6 intake and the Texas Speed 224R camshaft. The issue is, that the engine won't rev past 6000 RPMs no matter what you do even in neutral. At first he thought it's the fuel system, so he upgraded the fuel system with bigger injectors and a Walbro 255 fuel pump, nothing changed. We checked with HP tuners, no knock, nothing suspicious. As we live in a Hungary, with no more than 20 LS powered cars in the whole country, we have not much experience, that's why I ask you, maybe someone went through the same or has a bright idea for us! Any help is appreciated!

post up the hptuners log file and tune?
what is your rev limiter set at?

Will try to upload a logfile asap. Rev limiter is set at 6200 I think, but definitely not at 6000. It's a '79 firebird with 4L60e transmission if that matters.

does it hold 6000 or bounce?

It doesn't behave like it's hitting the rev limiter, it seems to rev up slower from about 5800 rpns and just does not rev past 6000.

check the rev limiter, thats what it sounds like.
