NJ has a stupidly easy inspection process
I had longtubes and no cats, AIR, or EGR. I had the codes tuned out, tacked 2 heat shields approximately where the cats would be and drove through the state inspection facility. all they do is scan the computer to look for codes and do a visual check on the exhaust. doesn't matter how big your cam is or that you have no cats, just has to look like they're there and you're fine.

All depends on the state. Here in IL, anything will pass with the right custom tuning. In a state that has visual and/or sniff inspections though, it's much harder.

From the sound of what acouple guys said above you don't have to put your car on the rollers and have it smogged in NJ. You shouldn't have any problems as long as you aren't throwing any codes. It gets more interesting when you have to pass the sniffer test. When that is the case, a well working catalytic converter or two is your friend. If you run a big cam you may have to use the denatured alcohol in the gas tank trick. I know many people have passed very aggressive cars by running dual cats and some alcohol in the gas tank.
I actually just ran my truck through the sniffer test for emissions on Friday. I passed with no problems. I run dual 3inch cats but a stock 98 ls1 cam. I wasn't even close to the hydrocarbon or carbon monoxide limit. I was doing about half the limit for Nox which is pretty good considering my EGR is uhhh.......not working anymore.
