Default How do I remove these plastic pegs?

I want to remove my front bumper cover to change a fog light but I don't know how to remove these plastic fasteners:

Is there a special tool? Once removed can they be used again or are they meant to be replaced after removal?

Pull the center pin up/out first, then get under the whole thing.
Small flat blade screwdriver will work.
Yes, re-usable.

there is a tool specifically for them, but a small flat head screwdriver works as well. just lift up on the pin in the middle. once the pin is lifted all the way up, lift up the whole thing up and out of the hole.

Any auto store carries a tool for this called a fork tool, they look like a split end screw driver with a 45 degree angle, they are handy as hell if you work on cars much. Side cutters work well to if you can get them to the push in.

Diagonal cutters work great for those. I have the fork tools and for the ones in the picture I prefer the diagonals.
Just don't do like one of my friends, when I told him to use the diagonals he proceeded to cut the heads off about 5 fasteners. Those things aren't cheap to replace.
