Default 96/97 vented opti question

I have a 96/97 motor that i am reassembling, it as a vented opti (never dealt with one) I have always had 94 cars, this opti is vented in the base and also has a vented cap. is that normal or is it supposed to be one or the other

The two vents are normal. The line connected to the manifold supplies the vacuum, which pulls the fresh air in from the other.
