Default Intermittent DBW problem

Has anyone run across this problem...
When I turn the ignition to the start mode the DBW throttle blade opens/closes like crazy for 10-15 seconds. Once I start it stops, but the pedal won't be responsive.
I go back 5 minutes later, start the car and the pedal is fully functional...what would cause this??

Can you provide more information regarding the components used in your swap?
Model/year of Engine, computer, TAC module (if applicable), pedal, and throttle body?

There is a great deal of information/misinformation about DBW setups and a lot of the information regarding which components will interchange is sketchy at best.
