Default Soft/Sticking Clutch

I'm looking at purchasing an 01 SS and, upon checking it out today, the clutch pedal was pretty soft and stuck right at the friction point just about every time it was let out, even at light throttle. However, it didn't slip or anything.

I did a search but can't seem to come up with any kind of consensus. I really like the car but don't want to have to spend a bunch of money fixing something right after buying it. Anyone know what would be causing this?

My assumption is that it's a fluid issue, but I've seen that this is s fairly common issue with fourth gens, and I'm not going to make a final decision based on my assumption. Any info/insight would be greatly appreciated.

Master Cylinder or clutch pedal return spring.
