Still not Starting!!!

Still not Starting!!! so when i turn the ignition over every thing lights up, i engage the clutch turn the key over and nothing... took the starter out and had it tested and that was good too. checked the power at the starter and im getting 12v... im all out of options. any info would be greatly appreciated
