alternator voltage is 18V!!!

Default alternator voltage is 18V!!!

just got my car out and noticed while driving it my volts jump up to 18 volts intermittently as opposed to the 13.8-14.3 it should normally sit at. it seems to only fluxuate between normal voltage and high voltage temporarily and then return to normal voltage. i replaced my alternator with a new one (not reman) last year so it's less than a year old. i suspect a faulty voltage regulator, but has anyone else had a similar problem or any other opinions?

is that figure from the dash gauge....or a multimeter?

it's from the dash gauge, a scanguage II and a multimeter on the battery. all readings are consistent with each other.
