Wierd Electric Whine

Wierd Electric Whine
Hey, guys.
I recently heard a moderately loud, staticy electrical whine coming from between the dash and firewall. The whine occurs right when I turn the key to the on position, but it was not coming from the thing that makes the 5 rings because that completed simultaneously. The only other relevant information I have to add is that my battery was kinda low (losing capacity for a while now, but still enough to crank for up to 2 weeks of parking) at around 11 with the engine off--although I can't imagine how low voltage would cause it, and I've got an aftermarket Tsunami coponent for the stereo. Later, after I charged the battery to back up to around 12, this same whine occurred when I turned the key, but didn't come back after it dissipated on its own, which took about 10 seconds.
Could it be the beep horn?
Any info/suggestion is appreciated.
