If u shim a spec clutch on an ls1 with the c5 two piece bell housing when not needed, will that cause a bleeding issue?

I installed onewhile forgetting to measure and now I get fluid while bleeding but my pedal never stiffens up?

The shim could keep the clutch from fully disengaging but the slave should work properly.
