Default IAC vs the hole in the throttle body

What is the point of drilling the hole in the throttle body blade to adjust the air at idle when there is an Idle Air Control valve that should do that for you?
BTW, this is for an LS2 408 with NW90 TB and FAST 90. The directions I received was drill the hole in the TB blade to adjust idle.

With proper tuning, drilling holes in the plate is a thing of the past...
