Default 98 4L60E lockup on/off switch, benefits??

I have a 98 LS1 cam only car, the trans has a switch if I want to lock up the converter. The previous owner installed it. When the lockup is engaged and I drive in low speeds the car will buck or surge as I'm going along around 40 and slower, higher speeds its ok. When I turn it off it works fine, no surge. The car has no tune yet, So I have a couple of questions on it. At the track would I just keep it off and not lock it up or keep it on to gain a few mph?

I know its affecting my city driving gas mileage also. Somebody said with a tune I should be ok and then be able to drive with lock up always engaged. Just not sure if i can hurt anything. Sorry for the long post just concerned here.
